Mr Thomas Tay has been the SMOU General-Secretary since 1978. He is also the Vice-President of the Singapore National Trades Union Congress (NTUC) and holds key positions as a Board of Director under the NTUC Co-operatives such as NTUC Choice Home, NTUC Foodfare, NTUC LearningHub and the NTUC Thrift & Loan. He is presently the Chairman of Wavelink Co-operative Ltd and also a Board Member of the Maritime Port Authority of Singapore.

Internationally, Thomas Tay is the Vice-Chair of the International Transport Workers’ Federation’s (ITF) Asia-Pacific Seafarers Regional Committee. He also served as First Vice-Chair of the ITF Seafarers’ Section from 1998 to 2006, and as an Executive Board Member from 2006 to 2010.

Thomas Tay is a strong advocate for improvements to the welfare and training of workers, especially in the area of training and skills-upgrading of seafarers.



Ms Mary Liew graduated from the University of Wales with BSC (Hons) in Business Administration. She joined SMOU to oversee the finance and membership of the Union in the 1980s. For the first time in SMOU’s 48 years of history, she was appointed as the Executive Secretary of SMOU in 1999.

She serves in the Singapore National Co-operative Federation, various NTUC committees including the NTUC Membership, Women’s Committee, CBF Tripartite Committee and She is also the Vice-Chair of the NTUC International Relations Committee.

She was elected as an Executive Board Member of the International Transport Workers’ Federation’s (ITF) in 2010 and is presently involved in the ITF Womens’ Asia Pacific region.

Mary Liew served as Honorary Treasurer in the Singapore Council of Women’s Organisation (SCWO) from 2008-2010 and was recently elected as 1st Vice President, 2010-2012. She has also served on the SCWO’s Compensation Review Committee (CRC) in both terms.

She is presently the Deputy Executive Director of SMOU and the Executive Secretary of the union, managing the national and international affairs of SMOU and taking care of the membership and the welfare of members and their families. She is also currently serving as the Director of Wavelink Co-operative Ltd and several businesses under Wavelink group of companies.


Mr. Lim Tau Kok started his career in 1969 as a sea-going marine engineer with Neptune Orient Lines (NOL). He sailed as a Chief Engineer for a few years after obtaining his First Class Certificate before coming ashore to join NOL’s Newbuildings Department in 1981. he spent 6 years taking care of ship conversion and new ship construction for NOL.

Mr. Lim went on to study for his degree in Naval Architecture and Marine Engineering. Upon graduating, Mr. Lim was posted to Neptune Shipmanagement Services (NSSPL) which manages the NOL fleet of tankers and container vessels. He was General Manager from 1994 till 2006 before joining PACC Ship Manager, a subsidiary of Pacific Carriers Ltd (PCL).

BERNARD SONG joined Wavelink Maritime International on 12 Nov 2007 in the capacity of Senior Manager, Maritime Security. His background of 25 years in the Republic of Singapore Navy (RSN) includes several distinguished appointments, having graduated from the German Naval Academy in 1984; he served in the RSN Fleet as Operations Officer, Executive Officer and Commanding Officer of various ships. He was the Operations Officer in the Mine Countermeasure Squadron. BERNARD also successfully held three tours of Command. He attended a Mine Countermeasures (MCM) Familiarization Course with an attachment onboard the `HUNT’ class MCMV in the United Kingdom. His MCM expertise involved him in the acquisition and construction of the MCMVs from Sweden. From 1998 to 2000, BERNARD was based in Sydney, Australia as the RSN Exchange Officer and was subsequently appointed the Executive
Officer/Chief Instructor in Midshipman Wing, Officer Cadet School, SAFTI Military Institute where he left in 2006.

BERNARD has completed the Company Security Officer Course, Ship Security Officer Course and Port Facility Security Officer Course in May and June 2006 respectively, and acted as a Security Consultant in the planning and conduct of Training, Drills and Exercises for 19 port facilities and conducted Intermediate Verification for 26 port facilities.


Capt Robin Foo started his maritime career when he enrolled for the Pre-Sea course at the Singapore Polytechnic in 1969. He received his Master Mariner, Certificate of Competency Class 1 in 1986. He sailed as a Master Mariner for a few years before joining the Singapore Maritime Officers’ Union as a President since 1989.

After joining SMOU, Capt Foo pursued his diploma in Industrial Relations with the Singapore Institute of Labour Studies in 1993, which enabled him to serve the union and its’ members well.


Capt Don Philip received his Master Mariner, Certificate of Competency Class 1 in 1978 and a year later obtained his first command at the age of 27. He has since served as Sea-going Master on over 37 different vessels in the fleet ranging from Bulk-carriers, Car/ Vehicle-carriers to Container-carriers (up to 9000 TEU).

.While on office assignments, he was able to provide his expert advice in areas such as supervision and delivery of two new build container ships, established the “SOPS” weather routeing and monitoring Programme in the A.P.Moller fleet of vessels and created a checklist for Car-carriers.

WAVELINK Maritime Institute commitment to training is based on its capability and resources to provide quality education and training for both mandatory and non-mandatory Merchant Marine courses for the local and regional maritime shipping companies, in particular, the Collective Bargaining Agreement companies. WAVELINK Maritime Institute has developed various categories of training programmes to meet the varied and wide spectrum of seafarers training and education as follows:

Training Programmes for Career and Development

The training programmes aim to equip new entrants to the industry with the skills and knowledge to perform maritime related jobs. The training programmes include Certificate of Competency and specialized maritime courses.

Training Programmes for Upgrading and Enhancement

The training programmes aim to enhance the skills and knowledge of seafarers to perform their jobs better. The training programmes in this category include a whole range of 28 value-added courses.

Training Programmes for Career Transition

The training programmes aim to equip seafarers with new set of skills and knowledge for career transition. The training programmes include diploma, graduate and post-graduate courses.

Maritime Programmes for CBA companies consist of 3 main training programmes, i.e. Cadets Maritime & Education Training, Junior Officers Maritime & Education Training and Senior Officers Maritime & Education Training programmes. The whole spectrum of training is to meet the varying demand of training requirements of cadets, junior officers and senior officers. CBA companies are eligible to use the SMT Fund (SMTF) for these Programmes.

Cadets Maritime Education & Training Programme (CMETP)

CMETP comprises a CadetsPlus Programme and a Singapore CoC Deck Cadet Programme for CBA companies to participate in.

Junior Officers Maritime Education & Training Programme (JMETP)

The main thrust of the SMTF is to make training programmes accessible and affordable for CBA companies. Depending on the country of origin of officers employed by the CBA shipping companies, training courses can be organized and conducted collectively in countries of origin to take advantage of officers on home leave. WAVELINK Maritime Institute can therefore customize these training programmes to be conducted either in Singapore , China , the Philippines , Myanmar , Vietnam , India , Indonesia , etc. The rationale of JMETP is to reduce the traveling time to another country for training and the reduction in the administration costs for the CBA companies. JMETP consists of 1 Junior OfficersPlus Basic and 26 Junior OfficersPlus Advanced programmes.

Senior Officers Maritime Education & Training Programme (SMETP)

SMETP has 1 main training programme, i.e. Senior OfficersPlus Programme which comprises 5 maritime courses that can be collectively organized and conducted in countries such as Singapore , China , the Philippines , Myanmar , Vietnam , India , Indonesia , etc.
